Marcelo Rebelo de Sousa’s trip to London on Portugal’s Day and the two countries’ governments signing a joint declaration to facilitate trade are seen by the General Manager of the Portuguese Chamber of Commerce in the United Kingdom as demonstrations of the importance of a relationship about to celebrate its 650th anniversary. Even if the British exit to the European Union brings new opportunities that Christina Hippisley recognises may be more difficult for smaller companies.

É um sinal maravilhoso para a comunidade portuguesa residente no Reino Unido, mas também uma mensagem muito clara para o Governo britânico de que a relação bilateral é muito importante. Sobretudo neste ano crucial, em que regressamos à vida normal depois da covid.

It is a wonderful sign for the Portuguese community living in the UK, but also a very clear message to the British government that the bilateral relationship is very important. Especially in this crucial year, when we return to normal life after the Covid.

É uma oportunidade para chamar a atenção do Governo e dos partidos britânicos?

Is it an opportunity to get the attention of the British Government and political parties?

Sim. Até porque, a 13 de Junho, os governos britânico e português devem assinar um memorando de cooperação pós-Brexit, reduzindo entraves no comércio devido a questões de regulação. O Governo britânico está a esforçar-se para que seja o mais fácil possível cumprir padrões. Está a fornecer informação sobre os novos rótulos e a documentação que passa a ser necessária, pois é do interesse britânico facilitar a vida ao máximo. O memorando é uma mensagem ao mais alto nível de que o Reino Unido quer fazer negócios e dá valor à relação com Portugal, enquanto grande parceiro comercial. E é do interesse de Portugal recordar o valor que a relação comercial traz.

Yes. Especially considering on the 13th of June the British and Portuguese governments are due to sign a post-Brexit memorandum of cooperation, reducing trade barriers due to regulatory issues. The British Government is striving to make it as easy as possible to meet the standards. It is providing information on the new labels and the documentation that becomes necessary, as it is in the British interest to make life as easy as possible. The joint declaration is a message at the highest level that the UK wants to do business and values the relationship with Portugal as a major trading partner. And it is in Portugal’s interest to remember the value that the commercial relationship brings.

Muitas empresas e sectores económicos dependem muito do mercado britânico.

Many companies and economic sectors rely heavily on the British market.

Estamos muito empenhados no imobiliário e temos noção de que muitas empresas vêem Portugal como um local muito atractivo para investirem. Juntamente com a AICEP, reunimo-nos com muitas que estão a deslocalizar pessoas ou parte dos escritórios devido aos benefícios fiscais. E muitas pessoas são atraídas pelo regime fiscal para residentes não habituais. Até à crise dos refugiados da Ucrânia, os britânicos eram a segunda maior comunidade estrangeira residente, atrás dos brasileiros. É um fenómeno recente, pois há muitas segundas residências, e o Brexit lançou luz sobre o número de britânicos que decidiram fazer de Portugal o seu lar.

We are very committed to real estate and we are aware many companies see Portugal as a very attractive place to invest. Together with AICEP, we have met many who are relocating people or part of their offices because of the tax benefits. And many people are attracted by the tax regime for non-habitual residents. Until the Ukraine refugee crisis, the British were the second largest foreign resident community, behind the Brazilians. It is a recent phenomenon, as there are many second homes, and Brexit has shed a light on the number of Britons who have decided to make Portugal their home.

O Brexit potencia a relação económica luso-britânica?

Does Brexit boost the Luso-British economic relationship?

Ironicamente, forçou uma clarificação. Quem passava metade do ano em Portugal e metade no Reino Unido teve de decidir: ou vive em Portugal ou continua no Reino Unido e vai a Portugal durante 90 dias. Além disso, o processo forçou pessoas ou empresas que estavam a pensar em mudar de residência ou fazer negócios a irem para Portugal. Apesar de não ser o que muitos de nós queríamos, o Brexit levou a que a relação bilateral seja agora muito mais livre. Portugal tem bastante poder, sobretudo na área fiscal, através de tratados mais velhos que a União Europeia. E pode renegociar directamente certos aspectos da relação comercial com o Reino Unido, o que pode ser positivo.

Ironically, it has forced a clarification. Those who spent half the year in Portugal and half in the UK had to decide: either live in Portugal or stay in the UK and go to Portugal for 90 days. In addition, the process forced people or companies who were thinking of changing residence or doing business to go to Portugal. Although it is not what most of us wanted, Brexit has led to the bilateral relationship now being much freer. Portugal has plenty of power, particularly in taxation issues, through treaties older than the European Union. O regime fiscal para residentes não habituais e os vistos gold mantêm-se um factor de atracção de britânicos?

Não temos dúvidas de que esse regime é atraente para muitos britânicos que ponderam um novo rumo depois da pandemia, com uma vida mais tranquila num país para onde pretendem trazer muito dinheiro. E também atrai pensionistas, que são uma faixa da população que pode escolher onde irá viver e o que irá fazer. Quanto aos Vistos Gold, disponíveis para os britânicos no último ano e meio, ainda há que espalhar a notícia. Os britânicos mais sofisticados têm presentes as vantagens, mas estas não servem para todos e existe a consciência de que estão a ser debatidos.

We have no doubt it is attractive to Britons who are considering a new direction after the pandemic, with a more relaxed life in a country they want to bring a lot of money to. And it also attracts pensioners, who are a range of the population who can choose where they will live and what they will do. As for the Golden Visas, available to Britons for the last year and a half, word has yet to be spread. The more sophisticated Britons are aware of the advantages, but these are not for everyone and there is an awareness to be debated.

And they generate controversy in many countries, including Portugal.

A crise ucraniana fez sobressair as dificuldades de um programa sustentável de Vistos Gold a nível europeu e Portugal está a tornar o seu aceitável por Bruxelas. Será interessante assistir aos avanços.

The Ukrainian crisis has highlighted the difficulties of a sustainable Golden Visa programme at European level and Portugal is making it acceptable to Brussels. It will be interesting to watch the progress.

Existe um rácio de um para dez entre britânicos residentes em Portugal e portugueses a viver no Reino Unido. Acredita que se poderá estreitar no futuro?

There is a ratio of one to ten between Britons living in Portugal and Portuguese living in the UK. Do you believe this could narrow in the future?

Será mais difícil os portugueses irem trabalhar para o Reino Unido, mas a comunidade vai aumentar com os filhos de quem tem estatuto de residente. Já a comunidade britânica em Portugal pode crescer mais depressa, pois a dinâmica é diferente. Cada vez mais pessoas ponderam seriamente mudar-se para Portugal, sobretudo famílias mais velhas. O fosso entre as duas comunidades vai encolher, mas muito lentamente.

It will be more difficult for the Portuguese to go and work in the UK, but the community will increase with the children of those with resident status. The British community in Portugal may grow faster, as the dynamics are different. More and more people are seriously considering moving to Portugal, especially older families. The gap between the two communities will shrink, but very slowly.

Vivemos de eventos ao vivo em que as pessoas se conhecem e fazem networking. A pandemia levou a que fossem por Zoom durante dois anos, mas em Outubro de 2021 retomámos mostras e seminários em que convidamos os associados para um grande espaço no centro de Londres onde contactam com centenas de britânicos. Temos uma base de dados com cerca de 6500 pessoas e juntamos pelo menos 400 ou 500 três ou quatro vezes por ano. Também cada vez mais empresas portuguesas querem ser mais conhecidas no Reino Unido e recorrem à nossa experiência em eventos, networking e comunicação ao mais alto nível com membros do Parlamento. Conhecemos os principais stakeholders nas maiores empresas britânicas interessadas em Portugal. Entre as empresas portuguesas que temos na câmara estão a EDP Renováveis, o Grupo Pestana, bancos apostados em aumentar a sua notoriedade, grandes sociedades de advogados e portugueses que são CEO de empresas britânicas. Penso que no futuro, com as vantagens do Brexit e o pós-covid, iremos ter um papel mais activo. Em Junho de 2023 vamos organizar um grande evento para celebrar o 650.º aniversário do Tratado de Londres [primeiro entre Portugal e Inglaterra]. É do interesse dos portugueses recordar sempre aos britânicos as vantagens do país. E é do interesse do Reino Unido mostrar que está a negociar de forma efectiva e flexível com o mais antigo parceiro comercial para facilitar negócios no pós-Brexit.

We live from live events where people meet and network. The pandemic led to them going by Zoom for two years, but in October 2021 we resumed shows and seminars where we invite members to a large space in central London where they meet hundreds of British people. We have a database of around 6500 people and we gather at least 400 or 500 three or four times a year. More and more Portuguese companies also want to be better known in the United Kingdom and they are using our experience in events, networking and communication at the highest level with members of Parliament. We know the key-stakeholders in the largest British companies interested in Portugal. Among the Portuguese companies we have in the Chamber are EDP Renewables, the Pestana Group, banks seeking to increase their profile, major law firms and Portuguese who are CEOs of British companies. I think that in the future, with the advantages of Brexit and post-Covid, we will play a more active role. In June 2023 we will organise a big event to celebrate the 650th anniversary of the Treaty of London [the first between Portugal and England]. It is in the interest of the Portuguese people to always remind the British of the advantages of the country. And it is in the UK’s interest to show that it is negotiating effectively and flexibly with the oldest trading partner to facilitate business in the post-Brexit period.

Ajudar empresas portuguesas a entrarem no Reino Unido é mais complicado?

Is helping Portuguese companies enter the UK more complicated?

Não é fácil. O mercado britânico é altamente competitivo, mas abre-se quando se lida da forma certa. As empresas portuguesas de maior dimensão sabem o que é necessário, abrem escritórios aqui no Reino Unido e trazem as suas pessoas. É mais complicado para empresas mais pequenas, pois é muito difícil expandir os negócios a partir de Lisboa. Boa parte de fazer negócios no Reino Unido tem a ver com estar no sítio certo no momento certo e conhecer alguém. Caso haja ligação, os britânicos são muito abertos. Não respondem a emails que não foram pedidos, mas estão interessados em fornecedores que façam bons preços e entreguem a horas. São muito práticos e pragmáticos.

It is not easy. The British market is highly competitive, but it opens up when you handle it the right way. Larger Portuguese companies know what is needed, they open offices here in the UK and bring their people. It’s more complicated for smaller companies, because it’s very difficult to expand business from Lisbon. A big part of doing business in the UK is about being in the right place at the right time and knowing someone. If there is a connection, the British are very open. They don’t reply to unsolicited emails, but are interested in suppliers who give good prices and deliver on time. They are very practical and pragmatic.
